Get an upload URL for a file

Step 1 of 4. Issues a resource_id and a presigned S3 URL. Upload the file there with PUT, then call verify, poll the status and send the message with the attachment_id you get back. The file never passes through this API.

The uploaded object is private: until it is verified it has no public address. Only type: voice is supported today.
