Verify an uploaded file
POST/resources/:resource_id/verify
Step 3 of 4 — tells the service the upload is finished. The file is checked for being present, within the size limit and matching the declared format; everything heavier (decoding, normalising to ogg/opus, duration and waveform) runs asynchronously.
A failed resource is not re-verified: start over with a new one.
Unless the resource is already ready or failed, the response carries Retry-After — wait that long before the first poll.
